This is a post war merit badge, likely from sometime around the 1950s - 1960s. These badges were awarded to employees and directors for long and dedicated service to Japanese National Railway. The merit award is made of silver with white enamel and a gold gilt Japanese Railway symbol (which represents a Locomotive wheel). It has a silver hallmark on the back side.
